The CNCDH stresses that: "The year 2016 was marked by a progression of the index of tolerance and a reduction in racist acts reported to the gendarmerie and police, this latest trend has be viewed in perspective of the significant “unreported figure” as regards racist offences. In spite of this positive trend which can be welcomed, as a whole, the level of racism in France remains worrying.

In its capacity as independent national rapporteur, the CNCDH raises the efforts and the progress achieved by the authorities, in particular within the framework of the national action plan against racism and antisemitism (2015-2017). The proliferation hate speech on the internet, the stigmatizing dimension of certain words, and public actions as well as the persistence of prejudices indicate nevertheless that there is still a long way to go to prevent and fight racism in all its forms."

Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)

Quantitative: the IPSOS face-to-face survey from 14 to 27 October (1006 people) was supplemented by two online experimental surveys conducted by IPSOS from 20-25 October 2016, with a sample of 1,000 people of the same profile, using just over half of the questions of the first.
